What this means for your packaging budget
Duty is due at entry, not at sale
On a 10K-unit glass dropper order, the duty stack can add 35%+ to your goods cost — and it's payable when the container clears customs, months before you sell a single unit. Model it into working capital, not just COGS.
Glass starts duty-free, plastic doesn't
Glass containers carry a 0% base rate; plastic bottles start at 3% and plastic caps at 5.3% before the China layers. The Section 301 + 122 stack dwarfs the base rate today, but the base difference is permanent and worth factoring into long-run sourcing.
The $800 loophole is gone
Sampling a few units from China used to slip in duty-free under de minimis. Since May 2, 2025 that's closed — even small parcels need a formal entry and pay the full stack. Build duty into sample costs too.
